For Israel, the success of any US-Iran deal will be measured not by headlines or market reactions, but by whether Tehran’s ability to threaten its neighbors is reduced.

"This agreement is going to make Israel safer, going to make the entire region safer. We feel quite confident that the Israelis are going to be brought in," Vance said in a CBS interview.

The fund, contingent on Iran’s adherence to a final US ceasefire deal, would be created to attract investment in Iran’s abundant energy resources. 

IDF and Mossad officials largely view the emerging Iran nuclear deal as insufficient, warning it leaves missiles and proxy threats unaddressed.

"The situation in Washington right now is a very serious problem; the question is how it will be translated into action," said Yaki Dayan, the former Israeli consul in Los Angeles.

Trump added that the memorandum of understanding would be released "pretty soon."

Lebanese President Joseph Aoun praised Lebanon's inclusion in the agreement, noting that the people of Lebanon look forward to a "definitive end to the cycle of violence."

"The nuclear issue, they did not deal with it. Regime change, obviously not. Missiles, obviously not. The proxies, obviously not. They are not included in the agreement," Vilan said.

That could potentially hold up tens of millions of barrels of oil, in addition to the oil supply from the Gulf already blocked since the United States and Israel attacked Iran on February 28.

Shippers have welcomed the news of the deal but are still waiting for more details, including mine clearance in the strait.
