The Combat Antisemitism Movement (CAM) has issued a stark warning over a Gaza-bound flotilla set to depart from European ports, citing concerns over extremist rhetoric and potential support for terrorist organizations.

In a formal letter addressed to the President of the European Sea Ports Organization (ESPO), CAM’s Director of European Affairs, Shannon Seban, urged heightened vigilance and coordination among European port authorities regarding the flotilla’s activities. 

The flotilla, described by organizers as a humanitarian initiative aimed at challenging Israel’s naval blockade of the Hamas-controlled Gaza Strip, is part of a broader international effort that has grown in scale and visibility since the outbreak of the Israel-Hamas war following the October 7, 2023 massacre. 

However, CAM has raised concerns that the initiative is not merely humanitarian in nature.

Concerns over incitement and extremist messaging

According to CAM, individuals associated with the flotilla have used rhetoric such as “globalize the intifada,” a phrase widely interpreted as a call for violent uprising against Israel and, in some contexts, Jews worldwide. 

In a statement shared alongside footage from the French port city of Marseille, CAM asserted that the “true face” of some activists had been exposed through such language, warning that participation in the flotilla could warrant investigation over alleged support for Hamas, which is designated as a terrorist organization by the European Union and other Western governments. 

Seban’s letter called on European port authorities to take the issue seriously, emphasizing the need for awareness and coordination as vessels prepare to transit multiple European ports en route to Gaza. 

A growing and controversial international movement

The flotilla is part of a wider campaign that has drawn activists, NGOs, and public figures from dozens of countries. Recent efforts have involved dozens of vessels and hundreds, if not thousands, of participants seeking to deliver aid and draw attention to the humanitarian situation in Gaza. 

Organizers frame the initiative as a non-violent effort to break the blockade and provide relief to civilians in Gaza, where humanitarian conditions have deteriorated sharply during the ongoing conflict. 

Israel, however, maintains that its naval blockade is a legal and necessary security measure designed to prevent weapons from reaching Hamas, and has previously intercepted similar flotillas attempting to breach it. 

Rising tensions in Europe

CAM’s warning comes amid a broader rise in antisemitic incidents across Europe since the escalation of the regional conflict, with authorities in several countries reporting attacks on Jewish institutions and increased public expressions of hostility. 

Against this backdrop, CAM argues that rhetoric associated with the flotilla risks further inflaming tensions and normalizing extremist discourse.

“The normalization of incitement and the glorification of terrorist organizations must not be ignored,” CAM officials have said in similar recent appeals to European leaders. 

Call for European action

CAM is now urging European authorities to closely monitor the flotilla’s activities and ensure that ports do not inadvertently facilitate actions that could endanger public safety or lend legitimacy to extremist causes.
